Phase III Statement
Phase III represents the most significant milestone in the Rock Row timeline to date, serving as the connective tissue that transforms the development into a functioning come, stay and discover experience. By introducing five new buildings at the center of the site, this phase creates a true “beating heart” where retail, entertainment, world-class dining, and modern loft workspaces converge. For the Westbrook and Portland communities, this expansion establishes a premier regional hub, that delivers the infrastructure and critical mass necessary to support a genuine “live, work, and play” lifestyle, transitioning Rock Row from a series of individual projects into a vibrant, 24/7 destination for the entire region.
The scope of the long-awaited mixed-use portion of the development at Rock Row, including five new ground-up buildings, how the site will be accessed, total SF, uses of the new spaces by category and streets and roadways. We’re announcing the flag of the 120-room hotel on-site, which will be Element by Westin. We have previously announced that Cheese Louise and Asador Grill (of Lost Fire) will both be opening restaurants at Rock Row, amongst a variety of other local, regional and national brands.
Timeline & Phasing
Phase III at Rock Row will break ground in early 2027, with all buildings and infrastructure being completed in both 2027 & 2028. Individual parcels have unique timelines, given the variety of uses and size.
White Box Renderings
Phase III buildings are currently displayed in visual renderings as “white boxes,” as opposed to finished buildings complete with exteriors that will match their final construction, which is a natural step of the development journey. As each building is designed for specific uses, we’ll make updates.
What Will The Retail Spaces Contain
A collection of industry-leading local, regional, and national brands across a variety of store types. Our leasing teams at Waterstone and Newmark are working on some exciting developments to relay soon, which we’ll announce when approved by each tenant brand.

What Are Phases I & II At Rock Row
Phase I at Rock Row is referred to as “Neighborhood on Main” and is the grocery anchored shopping center parcel of the development and is officially the 3rd busiest community shopping center and the busiest in the state by square footage. Opened in 2020, Rock Row has seen more than 19 million visits since then. 2025 saw 4.4 million visits from 960,000 unique visitors. Phase 1 is anchored by tenants Market Basket, REI, Cowbell Rock Row, Paper Store, Chick-Fil-A, Crumbl Cookies, US Cellular, Sports Clips and more.
Phase II at Rock Row was construction of Maine’s newest medical office building, Rock Row Health Campus. The $170 million Health Campus presents a modern, advanced healthcare destination where cutting-edge clinical research and comprehensive care converge with a strong emphasis on clinical excellence, patient well-being, hospitality, and overall experience. The integrated campus features two new buildings: a substantial 200,000 square foot medical building and a dedicated 20,000 square foot Radiation Therapy Center. Since opening in April of 2025, the medical facility has seen more than 150,000 visitations by patients of on-site medical practices like New England Cancer Specialists, a Dana Farber Cancer affiliate, Dempsey Center, Rayus Imaging, Saco Bay Physical Therapy and Plastic & Hand Surgical Associates.
